Position Description - Executive Director

 

Responsibilities Prior to Opening

 

1)      Prepare Jubilee JumpStart to begin operation at the intermediate (Silver) level of DC child care subsidy.

 

2)      Hire, train and mentor staff in the program.

 

3)      Organize groupings of children with caregiver/teachers in a manner that maximizes the number of years a child remains with the same caregiver/teacher.

 

4)      Organize home visitors in a manner that maximizes the number of years that the family remains in relationship with the same visitor.

 

Ongoing Responsibilities

 

1)      Relate with care, encouragement and respect to all who participate in the Jubilee JumpStart community, in a manner that nurtures, guides and models the caring relationships on which the community is built.

 

2)      Organize, support, and integrate the on-site care and education of the children with the home visitation and other programs that encourage parents in their roles as caregivers and teachers.

 

3)      Supervise all staff. Oversee hiring, training and evaluation; ensure that all staff have a clear understanding of program responsibilities and are competent to deliver them; and ensure that personnel procedures are complied with as mandated in the personnel manual.

 

4)      Show strong leadership in initiating program improvement, maintaining high staff morale, and inspiring staff to perform at a high level of competence.

 

5)      Establish and maintain collaborative working relationships with partner organizations to serve the interests of the Jubilee JumpStart mission.

 

6)      Work with the accountant and Treasurer to assure the orderly conduct of Jubilee JumpStart finances -- overseeing financial projections, ensuring that funds are spent wisely, and assisting the Board in determining that adequate financial control and accounting are maintained.

 

7)      Work with the Development Coordinator and the Board to optimize fundraising for the organization by communicating the needs of Jubilee JumpStart to potential funders, effectively communicating the mission and programs of Jubilee JumpStart, and advocating for the population served by Jubilee JumpStart and for the services they need.

 

8)      Oversee the physical plant, including equipment and supplies – ensuring that the building is in compliance with city and insurance regulations, maintaining the security system, and ensuring that plant services are performed.

 

9)      Maintain good working relationship with the Board of Directors by communicating regularly with the Board, addressing important issues, and implementing Board policy.

Jubilee JumpStart, an innovative child care and education center under formation in the Adams Morgan area of Washington, DC, seeks an Executive Director to guide its preparation for opening in the fall of 2008 and to direct its operations.

 

            Starting Salary: $55,000 - $75,000     Benefits: Health insurance, Training, 401(k)

Qualification requirements: Masters in relevant field; experience with parents and young children; strong leadership ability; openness to innovation; satisfaction of District of Columbia* and NAEYC** requirements (see JumpStart website); Spanish helpful but not required.

 

Job Summary:  The Executive Director will have about six months before JumpStart’s opening to complete JumpStart’s program design, prepare policies and procedures, recruit staff and families, and in other ways prepare for the opening. Thereafter the Director will coordinate program operations, with initial attention to expeditiously achieving accreditation by the National Association for the Education of Young Children (NAEYC).

 

The Board of Directors of Jubilee JumpStart will retain responsibility for raising funds to support the program so that the Executive Director can focus on program development and coordination.

 

Information about Jubilee JumpStart:

 

            Jubilee JumpStart will operate a family-centered, bilingual child care and education program of Early Head Start and Head Start quality for 46 infants, toddlers and preschool children in a newly created facility in the Ontario Court, a Jubilee Housing apartment building. JumpStart will begin with full-day care. It will expand to night and weekend care as parents who must work during those hours demonstrate the need.

 

       Jubilee Housing develops and manages more than 280 affordable housing units and offers a variety of supportive services for 850 low-income residents in Adams Morgan. JumpStart will give priority in admission to Jubilee Housing residents, then to other low-income families in the neighborhood. JumpStart will accept the child care subsidies of the DC government. Because social and economic diversity will strengthen the program’s impact, up to 11 children will come from full-paying families.

 

            Joining a network of missions arising out of the Church of the Saviour, Jubilee JumpStart will provide a community of love and encouragement for children in partnership with their parents. By fostering secure, stable, nurturing relationships with their parents and teachers, and by offering rich opportunities to learn and grow, it will enable its children to delight in their childhood, to prepare to flourish in school, and to grow into constructive citizens.

 

Recognizing the critical challenges of parenting, JumpStart will support its parents in their role as primary caregiver and teacher through daily consultations, regular home visits, and parenting classes, and – in collaboration with other Jubilee missions and related community organizations – through assistance with any special challenges that inhibit the realization of their children’s maximum development.

 

Jubilee JumpStart will offer a supportive and appealing environment for the Executive Director and staff to encourage them to remain with the program and provide stable core relationships for the children. Staff will receive ample salaries and benefits and ongoing training and support in their relationships with children and parents from the Washington Center for Psychoanalysis.
